Is there a problem with using Paypal/Credit card to buy gems?

I have been trying to purchase gems using a credit card or paypal for hours today, when I click on the credit card banner, nothing =/ is this an on-going problem? Thank You

  Hi...I purchase gems using paypal....I am unable to purchase because paypal says this is the wrong web address for vegas world...Is there a problem??
