How fair is it to other members when you see a member with 20 or more accounts?

I see a guy that comes on with well over 20 accounts and plays in the slots tournaments. I have emailed him on several accounts asking him this question but with no reply. He is a guy wearing yellow, short dark hair with a a smile with teeth showing. He assumes female names as well but always has the same appearance. How fair is this to the rest of VW??
