If you've reached a certain level, VW awards party passes at the first of the month. How many passes depends on your level. Otherwise, you spend gems to enter, unless it's a free party. You can sometimes win passes on Sea of Riches, and sometime passes are awarded through the Treasure Box. If you want to buy passes for a friend, you click on their avatar's name, click on send gift, and go from there.
