Cosmic Chaos jackpot

The jackpot counter keeps resetting to a lower amount. I've been keeping screenshots to track the decreases. Just a few hundred thousand coins on a 1k wager but it keeps happening all day long, day after day. That jackpot hasn't gone about 91,618,000 coins for quite a long time. What causes this to happen? I checked the other tiers and there haven't been any winners.
