  When you enter a charm party, your passes are used for the entry fee. If you don’t have enough passes for a particular party, gems will be necessary to make up the difference.

  You can only use your party passes to attend parties. When the party fills, you will receive 25 charms. That's the only way to exchange party passes for charms.
